This ia a Manufacturer Sales Tax Certificate, which is a special type of certificate intended for use by businesses who will use the goods being purchased as part of the process for manufacturing or creating goods which will then be resold to the end consumer. Since sales taxes are meant to be paid by the end consumer of the goods (unlike a European-style Value Added Tax), manufacturers are allowed to purchase many types of manufacturing components and equipment in Rhode Island tax-free.
